Mortgage Partial Claim

We had a partial claim mortgage that was placed on the title of our home. It was also showing up in our credit reports and shouldn't have been. We contacted the lender but they did nothing to remove it from our credit reports. We contacted Novad, a management consulting angency for HUD, and through this the lender said that the lien had been recorded in error and released it. The release was filed at the county recorder and is no longer on our title or credit reports. After requesting a payoff, the lender said that they still need us to pay it back as it was only released from HUD and not them and they they made a mistake in filing it with HUD. How can this be possible?
