cash out refi for a condo

This is the first time I try to do a cash out refi. I own a condo in a private community. I spoke with a couple banks and I have been told I am not eligible because 62% of the properties are investment properties. I currently owe 99k and surrounding properties have been selling around 160k. Is a cash refi still an option?
