Must delinquent property taxes be paid before Refinancing?

I'm looking to cashout refinance a home in Richmond California. However, I have a question which will affect my ability to get started with the process. While the property wasn't rented out and I was completing the rennovation process, I did not pay the taxes on the property. I need to know whether I need to have the taxes on a property current before I am able to refinance. If that isn't the case, I plan to keep paying down my credit cards to help boost my score. Thanks in advance for your help.
