Equity loan or Home Line of Equity on Investment Condos (Boston)

Hi I have a buyer/friend who would like a line of credit or an equity loan on his investment condo in the Boston area. The issue is that most banks won't do it and the one that we have found that will do it goes off the tax assessed value which is almost $90,000 less than the true value.

Does anybody have any lenders/banks/etc that you can recommend? Much appreciated!
