VA Loan Guideline Help?
VA GUIDELINE? Have seller who has painted windows shut so not operable. Is this a VA issues?

@Shane Willis I can't speak for every scenario here but this will be an appraiser call. Most appraisers don't go around opening all the windows. If he/she does even notice it....it may not be an issue unless there aren't any other avenues of egress in the room (meaning, being able to exit the room). Again, I can't guarantee this but I feel that's the right expectation to have. In rental properties you certainly want all of your windows to operate and in a few occasions I've just used a good knife/razor to get them to open. Shouldn't cause any damage if you are careful and really need to do it.
