10 Conventional Loans- total or at a time?

If a partner and I are buying properties in our names to get the nice conventional loan financing, how does that count toward the Freddie and Fannie rules? Do they count the properties in our individual names as well?

For example, Person A owns 3 properties with loans on them, Person B owns 4, do they max out at 3 loans together?
