Should I re-finance brrrr now or later

I am just about to finish up on my first rental property (and first investment property). I have a 30year fha loan on the house now but I want to re-finance and use the brrrrr method. My question is, which would the banks prefer, re-finance first then get another conventional loan for my next property or get a loan for the next property first then re-finance. My credit is good but not great, just not sure which way the bank would prefer. Thanks for any advise.
