Duplex Construction Financing Road Blocks in GA

Can someone point me in the right direction on securing an owner occupied duplex construction loan? I'm 0 for 100 it seems with creditors despite good credit because it's not a single family plan or because it is not an investment property. Some people I know have suggested pursuing the FHA route because they can help to acquire multi-family homes and have an "all-in-one" construction to perm loan. However, they apparently do not provide a construction loan for a duplex and only a single family home. Local credit unions here in the Atlanta area won't finance a duplex with their construction loans nor have will any of the bigger banks I have talked with. Any advice would be greatly appreciated.
