Lining up tenants before a multi-family property is ready

Hello all, I am new to Bigger Pockets and am really excited about doing some rental properties. My aim is towards duplexs and/or fourplexs. Is it a good idea to try and find tenants before the property is fully ready to rent out? I worry about finding tenants after rehabbing and getting stuck with a property not bringing in a cash flow right away. Your thoughts and advise is extremely appreciated!!!.
