VA and FHA for coupes?

First post for a New BP member! So here goes... Just bought my first duplex with the potential to cash flow nicely, according to my calculations. I bought this duplex using my VA loan requiring no down. My wife is business owner/ professional and just completed her second year of business and is doing great (DTI would be no issue). I purchased the duplex under my name and she is not on the title. Can she apply for a FHA loan on her own? We have our eye on another duplex and have 5% down plus 6-month expenses saved but not the 20% traditionally required.
