Home equity line of credit

Hi, I'm looking for an advise on home equity line of credit in Washington/Oregon States. I would like to open it in a bank that would have LTV: 90% or higher. Are there any banks that would give me more than 45% of my gross income? Please let me know if you know any banks that would work with these options. Thank you.
