Refinancing with same lender - how to get the most and pay the least?

I called my conventional lender (PNC Mortgage) who holds paper on my primary residence to see if they give me any incentive to refinance with them. I asked to pay no more than $500 closing costs and have the market rate on 15-yr loan.
The guy told me yes, they can reduce the closing costs, but the loan rate will be increased - not by much, but it'd be more than market rate.

I currently have 30-yr fixed with ~22 years left. Appx ~50 LTV, don't want to cash out, just to reduce the term and rate.

Anybody had luck negotiating costs on refi with the same lender?
