New Investor in TX - Are there stipulations on Ref. HML?

I am a New Investor in TX. As an exit strategy, can I refi. a HML through a bank and/or are there restrictions to do so in the state of TX?

Going to close on a deal but if something goes wrong want to make sure I don't have to keep the property for a year or so in order to refi. through a bank.
