HELOC with less than 1% minimum payment?

With the equity in my primary home I can get a HELOC of up to $170k. I'm looking to expand my rental portfolio. Most of the credit unions I have contacted have a minimum 1% monthly payment of the outstanding balance, at least during the draw period. DCU has a 20/20 HELOC but still 1% min payment. That also means I would have to qualify for a $1,700 per month HELOC payment. Are there any lenders out there have less than a 1% min or lower minimum payment or calculate the payment/DTI differently? Thanks in advance!
