First time home buyer with student loans qualify for Fannie Mae

Hello 

I'd like to know whether the new regulations by FHA will make it possible for me to qualify for a Fannie Mae backed mortgage. I currently have student loans which puts my debt to income ratio at somewhat of a cut off per my current lenders guidance. I have been preapproved with a Freddie Mac mortgage but the rate is much higher. As you can tell I am not educated I this at all. Please provide your opinion. Thanks!
