Veteran Needs Help Refinancing Loans

Hi Everyone! I have a client who has two loans (conventional/non-VA) and needs to quickly refinance them to stop foreclosure. He wants to use his VA loan entitlement but has a really low credit score (under 520). Does anyone know of lenders who will refinance with his VA entitlement even with bad credit?
