Trouble refinancing in Norfolk, VA

Hi Guys,

I seem to have hit a wall or ceiling in my investment journey. I have a single family home that I've owned for 2 years now (as well as a townhouse that I've held for 3 years). Got great military tenants, everything is fine. The city assessment of the house is 130k and it's in Portsmouth, VA. I owe 21k on it. I am trying to refinance and pull money out for more investing but because of my lack of cash reserves I have not been able to get a refi done. Is there a particular type of bank or money person I need to connect with to get this done? It's so frustrating to have all that equity and not be able to access it!
