My lender won't give me my cema so I can refinance

Hi BP My current owner of the mortgage is not willing to give up the CEMA information docs. I'm not too sure why. I'm trying to refinance with Elend and they are not willing to give up this information. I already paid the transfer taxes so I don't want to pay it again. In NYC it's around $6,000. Any advice BP Thank you Jonathan
