Lenders - Delayed Financing Exception

Hello,

I purchased a property for cash last August and put about $30K into it for rehab. It is now rented and I want to refinance to pull cash out. I was going to wait a full 12 months in order to get a new appraisal at market value, but I would like to explore the possibility of applying for a loan under Fannie’s delayed financing exception.

I found a lender who is well versed in this type of loan, but unfortunately she is not licensed in the state of Missouri. Does anyone have any loan officer suggestions for me – they need to be licensed in the state of MO and be well versed in the delayed financing exception.
