Fee for Limited Review? Scam or legitimate cost?

Hi everyone. I am in the process of a cash-out refi on my condo. The bank wants a "limited review" on the property. The property management company is saying I need to pay $250 for the limited review. The limited review is a two page document that asks maybe 15 questions. I feel like there is something fishy going on. Are they trying to screw me out of $250 or is this a legitimate cost? Thanks for your time.
