Refinance options/investor options

I currently own 3 rental properties in Kansas City, KS.  Value about $70k each.  Am currently unable to resell them as I am underwater due to 100% financing that was available years ago.  Looking for an option.  Currently paying about 8-9% interest on these.  I have tried the HARP and these properties didn't qualify.  Would love an option that could help cash flow out!  Any thoughts apprecaited!
