Buy a house in maryland lack of downpayment

we are going to buy a house in maryland  Rockville ,price between $530k to 600k, however, I have some questions: excellent credit score, one person work with stable pay with 120k gross income annually. another house rent out in PA . 

 can only loan from retirement 70k, less than 20 downpayment

Question: 

1:  Is there a way to buy the house at the above price and make sure all exp mortage and tax around $6000 ,won't exceed $2600 per month?

2: Are there any way to borrow with less down pay and avoid PMI?

3: what is the most popular website for sell by owner

4 The market is seller market in Rockville because of the school district , is there any suggestion to buy good deAl house I such market?
