how to get the appropriate ARV

I will be paying cash for my NOO properties, repairing/upgrading, and then refinancing. My biggest concern is that the banks will not recognize the discounted price I am buying at, and then I won't be able to pull all my money back at the refi.

I will do my due dillegence with the banks, of course, however are there any tricks of the trade in getting the appraiser to put the right price on the houses? If I pay cash and use a land trust, will the purchase price still be public information?
