Refinancing a rental property with low credit scores

Hello, I have 2 paid off investment properties in York, PA,my credit scores are in the 630-650 range, high credit card utilization, trying to cash out refinance to consolidate debts, per Zillow.com each of the houses are worth: $65K and $69k, one of them is rented out for $650/month and the other is being renovated, my income is around 95k-99k, W2.

Any advice in finding "sub primes" lenders at this day and edge?
