the lender doesn't allow second lien

I'm refinancing a 8 unit apartment, I'm trying to add a HELCO after finishing refi. but all the lenders doesn't all second lien, is this normal?

Hi Jeffrey,

I'm assuming you are doing a cash out refinance? Why don't you do the highest LTV cash out refinance and get some equity out?
