80% Cash Out Refinance on Non Owner Occupied Rental

Hi, I'm looking for a small local lender in the Seattle WA area that is able to do an 80% cash out refi on a non owner occupied rental. I hear people talking about finding small local banks that will do this type of thing but have unsuccessfully called over 50 different banks with no luck. Everyone I talk to say there is no bank that will do this. I hoping to find someone on here that can recommend a bank in the area that does this type of transaction.
