How to get low closing costs and down payment for primary.

Friends of mine are looking to buy a house in Falls, PA, Wyoming County. Their household income is 42k. 3 person family. Median income for that county is 60k. They already have a usda loan in use for their current primary residence (purchased 1.5 years ago) which they are going to use as an investment property when they move into the new house. New house contract price is 250k. They are getting 3 percent sellers assist. Any suggestions on how they can get a no down payment loan or separate loan or grant for closing costs or down payment?
