PRIMARY RESIDENCY QUALIFICATION

I currently work a international construction job. I do not own any property in the U.S. and spend more than 300 days outside of the U.S.A. I am an American citizen and have my permanent address as my parents address. My company pays for my housing internationally so my name is not on any lease. Can i still have a primary residence in the U.S.A. So that i could qualify for a lower down payment on a fourplex?
