Washington state anti flip rules

Bare with me this is complicated.  I'm a GC in New Mexico.  The company purchased a dilapidated house in whatcom county, Washington state.  My intent is to get it livable and my son is purchasing it at cost of the house plus remodel and holding costs (so no profit).  We've had it for 8 months and would like to close by the end of the year.  I've pulled homeowner permits on everything except electrical which is permitted by a local firm.  What perils and pitfalls do I need to be concerned about?
