What makes you a cheap @ss Landlord??

What in your opinion, qualifies a landlord as "cheap"? Do you as a landlord folix everything pointed out by the tenant? Besides legalities, is cost and ROI the driving factor in the majority, if not all of your repair and upgrade decisions?
