Any ideas on whether I can help a guy in Comanche Texas who is motivated?

Ok so I got a guy who has an inherited Single Wide in Comanche Texas and he just wants to get rid of the thing. There are 3800 in back taxes and from the looks of it (Google Street View) and from what he tells me it probably just needs to be torn down and removed. The lot has full city utilities so no septic and he mentioned it had a new water heater but other than that, not much else good to mention. Appraisers gave him a value of around 10800 and some small homes that are in the area are going for 50 to 60k so not sure if it would be worth building a home on the lot or maybe throwin another single or double wide there. Any thoughts on whether or not I could do anything for this guy? Thanks!
