Black mold on 7000sqft

When you buy a home do you take care of the mold first before construction? Or do you do construction then tackel the mold?

Mold.  Always first.  You need to know that there is no single mold known as "black mold."  Mold is a fungus; "normal" amounts are not known to cause health issues but the problem is the term "normal."  That's hard to gauge and if you get it wrong, it comes with a whole host of really, really bad.  You need to not only remove it but cure whatever caused it.  If you fail to do that: "When mold spores land on a damp spot they can begin to grow, digesting the material they are growing on as they do so." (Source: cfmoldinspect.com).  Fun, huh?

Mold first...out, cured  - then rock on.
