Applying for Heloc on rental property

Hi! Any recommendations for the best bank to go with for a heloc in Hawai’i? Looking for the bank in Hawai’i with the highest loan to value for investment property. We have been told by two banks 80% ltv for primary residence, but 70% ltv for investment property.
