Refi on a owned home

So I was wondering about a few things. I owned a home no liens. I bought it for 6500 at an auction and put about 25k in it with my owned money. The house honestly needs about another 25k to 30k more work done to it. My question here is if I refinance (first time ever doing this) and fix up the home, how long do I have to wait in order to refinance again to acquire capital to invest in a duplex, triplex, etc.? Also I may know this question but I want to verify with the vets. When I refinance a second time to pay off the first loan, because the value of the property is higher with new work done to it, will I qualify for a higher loan? Thanks for your time and responses.
