DIFFERENT PAYERS ON TAX RECORDS

Hello All!

I was wondering why when looking up a tax record it will show the owner of the home name as the payer but then in the most recent years it is now like a bank name

ex;

2015-2020 bank name

2005-2014 owner name 

Does this mean they refinanced? 

The house I'm looking at is in bad shape and the house has been like this for a while. No one lives there and I can't seem to find the owner nowhere I've tried phone numbers, facebook, and the address on all the records are showing the initial property. 

Any advice is appreciated!!
