2nd Home or Investment Loan

I reached out to a lender about rates for investment property loan for the purpose of rental property. She suggested that I do a "2nd Home/Vacation home" because the rate is much lower.  We are looking to invest out of state.  This seems a little shady and wanted to check with you all.  I was clear what our purpose was and she said, 

"Honestly, we don't care what you do with the home after you buy it."

Is this normal?
