FEMA House Lift Open Permit Issue - Foreclosure

I'm looking into purchasing a foreclosed property which has an open permit from 2014 for the house to be lifted. The home was damaged during a hurricane and although the permit was granted the lift was never done by the previous owner. It appears that the previous owner got a grant from FEMA at the time to do the lift but never ended up going through with it. I'm wondering if there's anyone who has had experience with a situation like this before and knows whether there's a potential workaround to be able to purchase the home but not have to go through with lifting it.

Separately, the home also has open permits for general repairs done several years ago and there was never an official inspection done to close out the permits. I would think having the home inspected to go through these repairs would allow for the related open permits to be closed, but any insight into a situation like this would be helpful as well.
