Laws regarding Covid

I found a house that is owner occupied. The numbers make sense but I need someone to go half in with me. I found two people who are able but they are both concerned because they think tenants will just never pay rent and we won’t be able to evict them.  I know this was the case earlier this year but I’m not sure about now.  Where could I go to find out without talking to a lawyer.
