Is a garage conversion an ADU or a JR-ADU?

Hello,


Looking to convert my garage into a 500 sq foot jr ADu and later add a detached adu to my properton.  Getting mixed signals if my garage conversion is classified as a jr-adu.  It would need to be in order to build the detached adu down the road.   How do you guys read the new law?
