Advice for cash out refi...Holding money.

My primary residence is valued around 375k and I have a balance of 181k.  We are considering pulling cash out to buy an investment property if and when the market turns.  We can afford the new debt on the loan.  Just looking for advice.  We figure with rates so low, we should jump now.  Pulling out 60k might be an extra 200 a month.  What are your thoughts. Thanks.
