Raise rent how would you go upon it?

Currently I have a tenat underpaying form a 5bd in Scranton only paying $710 that’s with a $50 increase last month the going rate for 4-5 bd is about $1700 units not in bad shape can use a touch up of paint but hey 5bd is 5bd! How would you go upon Raising rent to near market value at least?
