Frivolous Notice Of interest

Context;  

Ready to close on a property and a notice of interest popped from 3 years ago. I contacted the guy for a release , the guy didn't even remember the property, and out of the sudden he is demanding 20k compensation or Sue. 

The seller did backed out but as per her side of story they part ways peacefully ( she has a copy of contract with no signature from the buyer) . She just felt pressured and she doesn't know English. The notice of Interest was sent 3 months after the contract and contract expiration . 

Good thing,Title underwriter is willing to clear and will clear  (they think this is a joke at this point) . So Closing can be done with no problem and clear title.

The NOI does not have an expiration date on it..

Questions:

What are the implication of this guy trying to sue after is close? 

Does he has any jurisdiction or any rights to legally claim that his intentions  are real ? because if he wanted the deal he would have sue the seller 3 years ago..

Are they any legal rules that say after X amount of time a notice of interest expires ?

I am not that worry because the underwriting will cover , that is why they exist, but still not in the mood for any waste of time of possible implications. Also I am just curious.
