Investing in Cleveland/Akron area

Hello,

I am about start looking for a property to buy and hold or house hack. I am specifically look in the Cleveland and Akron area. No investing experience, but I have been reading books and listening to a lot of podcasts. I will start to analyze deals on the daily to get practice and understand the market better.

My first questions: As a new investor, should I buy a property as soon as I find a good deal or wait a few months to see where the overall market will be after the pandemic?

Second question: Real estate is pretty cheap as it is in Cleveland, if a house falls $20,000 this could be 25% of the value. Since the real estate is cheap, I plan more on getting a return on the monthly cash flow, rather than the long term equity build. Any advice for looking for properties and investing in general in this area?
