Who is stopping Q1 distributions for investors?

Understandably, the virus would be the reason why and uncertain times but you're pausing distributions, why?  Aren't the distributions based on the Q1 financials?    If outlook for Q2 could potentially be tight, not sure yet, isn't that the reason why the reserves are in place?  Help me BP to obtain these answers.
