Buying property in Puerto Rico (Vega Baja, Pr)

Hi everyone :) My name is Steph, I'm somewhat new to bp. I want to get your take on the opportunity I think I have. My family member has inherited some land in Vega Baja, PR. This land doesn't have a house on it and my family member doesn't want to deal with it. They want to cash out so I feel I can get it below market value. I have done some research it ain't in the best area but its less then an hour from the airport there's lakes and other attractions around the property. It about an acre so I was thinking about building a 2 story house with a pool updated security and a couple of other amenities. But the bigger picture is to see how this 2 story house works and start buying other land to expand. 

What do you guys and ladies think? 

P.S This idea is still in the early works. This is all based on how much I can get the property for.
