I got a response from a mailer Now what?

I have been using Deal Machine and just got a voicemail from a home owner interested in selling. What is my next step? Do I set up an appointment to meet them at the house? Do I go in with an offer without having seen the house? What process and techniques do those of you with experience use to take it from first call to closing?
