Preparing for rent control

I just don't understand the rationale toward large scale rent control occurring across the nation other than legislators passing something that sounds good to voters but in reality has very little historical data showing it actually improves anything.  I have never lived in a rent control area nor do I have any prior first hand knowledge of its effects.  Have any of you seen this positively impact an area in terms of improving affordability and access to homes long-term?  I'm genuinely interested to hear your experiences on how it has impacted you because it seems like at some point it's going to find its way to areas I invest.
