Invest in the Bay Area? El cerrito, need advice

Hello everyone. I have never invested in real estate before. I’ve been looking to invest and buy a property in el cerrito or pleasant hill. Was specifically interested in a 3/1 property in el cerrito for 689k. Rent is about 3100. Wanted advice and opinions on whether I should wait or bite the bullet?
