how to do prospecting. Need guidance, ideas anything that can he

Hi, so i was wondering if anyone can provide guidance on prospecting. i was thinking of doing prospecting by cold calling? how do i get phone numbers? If i find a phone number from just doing plain google search and call they could be on a do not call list and i may get into trouble. i can pay for it but then again its an expense. I was thinking of looking up country records and then get address from there and do just a google search to see if i can locate phone numbers. ANy ideas?
