Cost of insuring premiums for Owners Fee

Hello all

Need you help, at my relator offer agreement there is a fee for the buyer of 305$ for insuring premiums, attached the full description above:

Is it acceptable or common?

"BUYER shall pay the following through escrow (unless prohibited by VA/FHA regulations): a) one-half of the escrow fee; b) one-half 90 the cost of insuring premiums for Owners Fee Policy of Title Insurance; c) all recording fees for the deed and any mortgage; and d) 91 other"
